College Council

Constitution:

The College Council shall consist of the following members:

Principal (President)

Department Heads for each subject

Two elected staff members

General Library Librarian

Head of the College Office Administrative Staff

Leadership:

  • The Principal shall serve as the ex-officio President of the Council.
  • A Secretary shall be appointed by the Council from among its members for a one-year term, with the option of re-election.

Duties:

  • The Principal maintains overall administrative authority over the college, subject to the oversight of the Director of Collegiate Education.
  • Administrative tasks, such as library management, athletics, and building maintenance, may be delegated by the Principal to Council members under their supervision.
  • The Council is empowered to discuss and report on student accommodation, course curriculum, or disciplinary matters referred by the Principal. However, it shall not impede the Principal's administrative authority, which is guided by the directives of the Director of Collegiate Education.
  • Matters concerning student promotions, term certificates, and scholarships are typically decided by the Council.
  • Cases of serious student misconduct, potentially leading to loss of term certificates or expulsion, are handled by the Principal, usually in consultation with the College Council.
  • The Principal, in consultation with Council members, shall develop and submit the College budget to the Director of Collegiate Education.

Meetings:

  • Council meetings will be convened by the Principal as necessary, or upon request from the Director of Collegiate Education or at least two-thirds of the Council members.
  • Members shall receive notice of meetings and the agenda at least three days in advance, with the Secretary responsible for issuing notices and maintaining minutes.
  • The Principal or, in their absence, the Vice Principal shall chair Council meetings.
  • A quorum, requiring a simple majority of members, must be present for a meeting. Decisions are made by majority vote, with the chair having a casting vote in case of a tie.
  • The Principal may overrule Council decisions, but must report such instances to the Director of Collegiate Education, providing reasons for the decision.
  • The chair has the authority to rule on procedural matters, maintain order, and enforce decisions.

Notwithstanding the aforementioned rules, the Principal retains the authority to address any matter typically within the purview of the Council.
